Context

The organisation operated shared enterprise platforms that were subject to constant change. New features, configuration updates, integrations, and dependency upgrades were being introduced continuously to support evolving business needs. These platforms were business critical and could not be frozen, yet reliability expectations remained high. Managed operations teams were accountable for keeping platforms stable while change activity continued upstream, often driven by separate delivery and transformation initiatives.

The Challenge

Instability was not caused by any single failure or major outage, but by accumulation. Incidents were rarely dramatic, but frequent enough to erode confidence and consume operational attention. Root causes often traced back to change interactions, partial handovers, or unclear ownership rather than technical defects alone. Attempts to improve reliability by tightening controls on individual changes had limited effect and risked slowing delivery without addressing underlying behaviour. The organisation needed to stabilise platforms without pretending that change could be reduced or centralised away.

The Decision

This included being explicit about what operational teams were accountable for, what they were not, and how change driven risk would be managed once systems were live. The alternative-attempting to achieve stability by limiting change volume or adding more tooling-was consciously rejected.

What Changed

Operational teams shifted from constant reaction to more deliberate management of platform health. Incidents were handled with clearer ownership and less ambiguity about responsibility. Change related issues surfaced earlier because expectations were better aligned between delivery and operations. While the rate of change did not materially decrease, its impact became more predictable and easier to absorb. Some friction remained, but it was visible and managed rather than emerging unexpectedly during incidents. Stability improved as a consequence of behaviour and clarity, not reduced activity.

In large enterprises, platforms rarely become unstable because of change alone; they become unstable when ownership and discipline do not keep pace with it.
